JAKARTA, Investortrust.id — Indonesia’s subsidized housing program recorded its strongest performance on record in 2025 as FLPP mortgages reached Rp 34.64 trillion, equal to $2.24 billion, financing 278,868 housing units nationwide. The achievement underscored the government’s push to expand home ownership for low income households amid rising urban demand.
The financing was administered by BP Tapera through 40 partner banks and involved 22 developer associations operating across 33 provinces and 401 regencies and cities. The program covered 13,249 housing projects managed by more than 8,000 developers.
BP Tapera commissioner Heru Pudyo Nugroho said the 2025 realization marked the highest FLPP disbursement since the scheme began in 2010. He noted that while the government target of 350,000 units was not fully met, the outcome still represented a historic high point.
Most beneficiaries came from the private sector workforce, accounting for 205,311 homes or nearly three quarters of total distribution. Self employed workers, civil servants, and members of the military and police made up the remainder, reflecting broader access compared with previous years.
Compared with 2024, FLPP distribution grew sharply across all segments, with civil servant participation rising by more than 140 percent year on year. Officials said the expansion reflected improved outreach, simplified procedures, and higher demand for affordable housing.
From the banking side, Bank Tabungan Negara remained the dominant distributor, channeling nearly half of all FLPP mortgages. It was followed by Bank Syariah Indonesia, BRI, BNI, and Bank Mandiri.
Developer participation was led by Realestat Indonesia, which delivered more than 117,000 housing units. Other associations such as Apersi and Himperra also posted strong realizations, supporting supply across secondary cities and outer regions.
Geographically, West Java absorbed the largest share of subsidized housing, followed by Central Java, South Sulawesi, Banten, and East Java. At the regency and city level, Bekasi topped the list, reflecting continued suburban expansion around the Jakarta metropolitan area.
Nearly all FLPP financed homes were landed houses, with vertical housing accounting for only a negligible portion. Policymakers said this composition reflected current demand patterns, though vertical development would be encouraged in land constrained urban centers.
The subsidized housing drive has received strong political backing from President Prabowo Subianto, who attended a mass mortgage signing event in Serang, Banten, in December 2025. The event symbolized the administration’s commitment to accelerating housing access for low income families.
Housing Minister Maruarar Sirait said the FLPP scheme offered low fixed interest rates and long tenors, making it a cornerstone of national housing policy. He added that the program also supported local economic activity through construction and related industries.
For 2026, BP Tapera has set a target of 350,000 subsidized housing units with a total budget of Rp 37.1 trillion. Funding will come from state budget allocations, principal repayments, and beginning year balances, with additional investment buffers prepared to support higher demand.
Officials said the challenge ahead lies in balancing ambitious housing targets with fiscal discipline and land availability. Still, the 2025 performance has strengthened confidence that subsidized housing will remain a key pillar of Indonesia’s social and economic agenda.
