JAKARTA, Investortrust.id — Danantara CEO Rosan Perkasa Roeslani says on Thursday Nov 20 2025 in Jakarta that Russian conglomerate Sistema Group plans new investments in Indonesia after follow up talks with President Prabowo Subianto, a move that focuses on expanding healthcare cooperation and building electric passenger ships. He explains that the Russian Ambassador and Sistema’s leadership conveyed their interest directly during their visit to the Presidential Palace.
Rosan says the meeting followed earlier discussions in St Petersburg in June and July, and both sides had continued follow ups since then.
He notes that healthcare formed the core of Sistema’s interest, highlighting that the conglomerate manages around 160 hospitals in Russia and is among the country’s largest pharmaceutical producers.
Rosan says Sistema met Biofarma and Kimia Farma in Bandung to explore joint drug production as part of a broader collaboration.
He adds that Indonesia still faced relatively high drug prices compared with peer markets, and he expects the cooperation to support wider access to affordable and quality medicines.
He confirms that Sistema has begun early regulatory steps, including submissions to the Food and Drug Authority BPOM and other relevant institutions.
Rosan also highlights that Sistema expressed interest in shipyards and electric vessels, describing the group as one of Russia’s largest shipbuilders.
He says Sistema is assessing plans to develop electric passenger vessels with a capacity of 100 to 200 people for interisland services and is considering manufacturing the vessels in Indonesia.
Earlier in the day, President Prabowo received Russian Ambassador Sergei Gennadievich Tolchenov and Sistema owner Vladimir Yevtushenkov at the Palace as part of ongoing bilateral engagement.
Rosan recounts that the Sistema owner, the CEO, and the board directors all attended the meeting and demonstrated strong commitment. Faithfully translated, he says, "We had previously met in St Petersburg. Sistema is one of the largest conglomerates in Russia, and today the owner, the CEO, and the board directors all came to the meeting."
He says discussions covered hospitals, pharmaceuticals, and patent medicine development, reflecting Sistema’s scale in the Russian healthcare sector. Faithfully translated, he says, "In healthcare, this was a continuation of earlier talks, because Sistema is the largest hospital operator in Russia with around 160 hospitals, and it is also one of the biggest patent and drug producers in the country."
He adds that Sistema had already met Biofarma and Kimia Farma and begun formal submissions. Faithfully translated, he says, "We can already see that they have started the permitting processes, including with the Food and Drug Authority and other institutions, and those processes are moving forward."
Rosan reiterates the potential impact on drug affordability. Faithfully translated, he says, "The expectation is that this cooperation will help reduce drug prices in Indonesia, which are still relatively high compared with many other countries. That was also part of today’s discussion."
He says Sistema also explored cooperation in shipyards and electric vessels that could expand Indonesia’s maritime industry.
Rosan notes that talks also covered hospitality, education, and Russian language training, including plans to send instructors to Indonesian universities.
He stresses that the investment amount remained undetermined because discussions were still in an early stage. Faithfully translated, he says, "Because this is still early stage, we cannot specify the investment numbers yet. But it looks promising, because their level of interest is very strong."
