JAKARTA, Investortrust.id — Indonesia’s House of Representatives on Tuesday, Aug 26, 2025, approved a bill amending Law No. 8 of 2019 on the Management of Hajj and Umrah, formally transforming the Hajj Management Agency into the Ministry of Hajj and Umrah. The decision was taken during the fifth plenary session of the 2025–2026 legislative year at the parliament complex in Senayan, Jakarta.
Deputy Speaker of the House Cucun Ahmad Syamsurijal asked legislators for their approval during the session. The chamber responded with unanimous consent, marking the official establishment of the new ministry.
The amendment, known as the Third Revision Bill, had been endorsed in a working committee meeting the previous day, where members of Commission VIII of the House reached agreement with the government to forward the bill for a plenary vote. Representatives from the Ministry of Religious Affairs and the Ministry of Law and Human Rights also attended the session.
Minister of Law and Human Rights Supratman Andi Agtas said the creation of the Ministry of Hajj and Umrah was necessary to prepare for next year’s pilgrimage season. He noted that the government would issue a presidential regulation to accelerate the formation of the ministry.
“The process is now being coordinated by the State Secretariat and the Ministry of Administrative and Bureaucratic Reform. Our role at the Ministry of Law is to harmonize the regulation. The hope is that with the establishment of this ministry, the management of Hajj and Umrah will run more smoothly,” Supratman said.
Deputy Finance Minister Anggito Abimanyu, who also attended the meeting, expressed the government’s support, emphasizing that the ministry would have a crucial role in ensuring efficient financial management for millions of pilgrims each year.
