JAKARTA, Investortrust.id — Indonesia mandates passengers arriving at Soekarno-Hatta International Airport in Tangerang, Juanda Airport in Surabaya, I Gusti Ngurah Rai Airport in Bali, and international ports in Batam to submit a digital arrival declaration through the All Indonesia application starting Monday, Sept 1, 2025. In parallel, authorities extend the trial nationwide to all airports, sea ports, and land borders to streamline entry procedures and tighten border security.
The Directorate General of Immigration (DGI) presented the All Indonesia application as a single digital channel for the arrival card, integrating immigration data collection with the Directorate General of Customs and Excise (DGCE), the Ministry of Health (MoH), and national quarantine authorities. Travelers could complete the form up to three days before arrival from their country of origin or upon landing, and the declaration was free of charge.
Acting Director General of Immigration Yuldi Yusman said the platform marked a tangible step toward efficient and inclusive digital public services. He stressed that the application shortened processing times at airports and ports and supported passengers traveling alone or in groups, including older persons, people with disabilities, and children. He added that integrating the arrival card into one system was designed to improve both convenience and security at the border.
Director General of Customs and Excise Djaka Budhi Utama welcomed the unified declaration, noting that the Ministry of Finance, through DGCE, stood ready to deepen collaboration with partner agencies to maximize public benefit. He said the initiative eased the movement of people while accelerating the flow of goods, and he confirmed that passengers arriving at gateways enforcing All Indonesia no longer needed to fill out the electronic customs declaration, known as e-CD, because customs data were captured inside the integrated system.
Health declarations embedded in the application enabled the Ministry of Health to detect potential infectious-disease risks earlier and respond at points of entry. Officials said this interoperable workflow formed part of the national early-warning system to protect public health.
The form also covered quarantine disclosures for animal, fish, and plant products, as well as their derivatives. Authorities said the single declaration made it easier for travelers to report carried items for inspection, improving surveillance against pests and diseases while supporting food security and safeguarding the wider economy.
The digital form was accessible via the website allindonesia.imigrasi.go.id and through the All Indonesia application on the Google Play Store for Android devices and the App Store for iOS devices. Immigration urged all international passengers—foreign visitors and Indonesian citizens—to file their arrival declarations through the app, emphasizing that accurate data were essential to border integrity, public health, and national security.
Integrated One-Stop Declaration
Officials positioned All Indonesia as a one-stop touchpoint. By unifying immigration data collection with customs, health, and quarantine fields, the government aimed to reduce bottlenecks and create a predictable arrival experience. The three-day pre-arrival window was intended to spread processing demand before peak arrival periods and minimize on-site congestion.
Customs Flow Without e-CD
The customs component replaced the separate e-CD at participating checkpoints. This change eliminated duplicative inputs and reduced the risk of errors that previously occurred when travelers moved between multiple systems. DGCE said the consolidated dataset supported faster risk profiling and expedited green-lane clearance for compliant passengers.
Early Health Surveillance at the Border
Public-health questions in the application supported rapid triage when signals of communicable disease emerged. The Ministry of Health used these inputs alongside other surveillance tools to inform response protocols, including contact tracing and on-site assessment when needed.
Quarantine Disclosures for Food and Agriculture
By channeling animal, fish, and plant product declarations into a unified form, quarantine officers could better target inspections and prevent the entry of pests and diseases that threatened domestic agriculture. Authorities linked this control to broader objectives for food security and economic resilience.
How to File
Travelers could access the declaration through the All Indonesia website or mobile application and complete it individually or as part of a group itinerary. Upon submission, the system generated confirmation that officers could verify during arrival processing. Officials reminded passengers that the declaration was compulsory at the designated gateways and free to use.
