Pertamina Is Mobilizing Capacity Amid a Nationwide Surge in Subsidized Fuel Demand

MAKASSAR, Investortrust.id — State downstream energy champion PT Pertamina Patra Niaga is rolling out targeted operational adjustments across eastern Indonesia to address a structural surge in subsidized motor fuel consumption that has tested local distribution capacity.

In Makassar, the provincial capital of South Sulawesi, Pertamina Patra Niaga has installed additional subsidized fuel nozzles across 12 public filling stations (SPBU) and reconfigured on-site dispensing capacity to handle swelling customer volumes.

"This effort complements our previous measure of increasing the number of retail stations operating 24 hours a day to a total of 25 stations across Makassar," said Kitty Andhora, Vice President of Corporate Communication at Pertamina Patra Niaga, in an official statement on Saturday, Sept. 12, 2026. "The expansion provides broader service windows and alternative refueling options for the public."

The rapid buildup of vehicle lines at retail forecourts illustrates the delicate balance of maintaining national energy affordability during elevated commodity cycles. When price disparities between subsidized and commercial market fuels widen, consumer demand concentrates almost overnight on government-backed products. Managing this physical volume requires round-the-clock logistics coordination across terminal storage depots, maritime supply links, and urban retail forecourts to keep municipal transit flowing smoothly.

Price Disparity Triggers Consumer Migration

Company executives explained that the persistent queues forming outside retail stations do not stem from national inventory deficits, but rather from a dramatic migration in consumer purchasing behavior.

Speaking on the sidelines of the Pertamax Journey event in Yogyakarta on Friday, Sept. 11, 2026, Pertamina Patra Niaga Retail Marketing Director Eko Ricky Susanto noted that widening retail price differentials have led motorists to pivot away from commercial grades like the Pertamax and Dex series in favor of state-subsidized Pertalite and Biosolar.

"However, the considerable price gap has accelerated a shift from non-public service obligation (non-PSO) products toward Pertalite and Biosolar. September 2026 retail pump benchmarks reflect this pronounced divergence across both gasoline and diesel categories. Subsidized 90-octane Pertalite gasoline retails at Rp 10,000 ($0.57) per liter ($2.15 per gallon), 37% less than the commercial 92-octane Pertamax sold at Rp 15,950 ($0.91) per liter ($3.43 per gallon).

On the diesel side, subsidized Biosolar is pegged at Rp 6,800 ($0.39) per liter ($1.46 per gallon), 71% lower compared to commercial grades Dexlite at Rp 23,700 ($1.35) per liter ($5.09 per gallon) and premium Pertamina Dex at Rp 25,200 ($1.43) per liter ($5.42 per gallon).

Because existing retail stations were engineered to cater to diversified product mixes rather than single-grade surges, physical dispenser bays have quickly become logistical bottlenecks. To counter these physical limitations over the medium term, Pertamina is accelerating the deployment of compact modular stations in high-density corridors and inter-city transit routes across Sumatra, Kalimantan, and Sulawesi to decentralize vehicle intake.

Municipal and Provincial Closures to Ease Gridlock

While energy authorities work to accelerate delivery schedules, local governments across South Sulawesi are enacting contingency protocols to protect civic routines and ease urban congestion.

At the municipal level, Makassar Mayor Munafri Arifuddin ordered a sweeping transition to distance learning (PJJ) starting Saturday, Sept. 12, 2026, covering early childhood education (PAUD), elementary schools (SD), and junior high schools (SMP).

Provincial officials underscored that the emergency school directive was designed as an anticipatory safety intervention to prevent transit gridlock from stranding students and educators on congested roadways, while ensuring administrative continuity for state nutrition programs through local catering coordination.
