JAKARTA, Investortrust.id — PT Indosat Ooredoo Hutchison Tbk, or ISAT, Indonesia Technology Alliance (ITA), and Tsinghua University Wuxi Research Institute of Applied Technologies have signed a memorandum of understanding to establish an AI Application Cooperation Center in Indonesia.
The signing took place at Tsinghua University in Beijing on Friday, Sept 20, 2025, witnessed by Indonesia’s Deputy Ambassador to China Parulian George Andreas Silalahi. The announcement was made during the China–ASEAN AI Ministerial Roundtable 2025, marking a major step for Indonesia in strengthening its artificial intelligence ecosystem.
Deputy Minister of Communication and Digital Nezar Patria said the collaboration represents a milestone in Indonesia–China cooperation on AI and will accelerate the country’s digital transformation. He emphasized that the center will leverage the research leadership of Tsinghua University, ITA’s mission to drive national digitalization, and Indosat’s role as Indonesia’s largest digital telecom provider, which already operates the country’s first sovereign AI factory.
“The focus is on practical applications of AI in education, healthcare, and agriculture,” Nezar said in a statement on Sunday, Sept 21, 2025. He added that combining expertise and resources could speed up adoption of AI and contribute to technological progress not only in Indonesia, but globally.
For Indosat, the initiative highlights its central role. With the country’s largest mobile customer base and extensive network, Indosat is expected to connect global AI research with Indonesia’s real-world needs, from digital education access to health services and food security.
Indosat Chief Executive Officer Vikram Sinha said AI technology could help narrow resource gaps in Indonesia. “Through collaboration with Tsinghua University and ITA, we want to deliver applied AI solutions and prepare the next generation of local AI talent,” he stated.
From the academic side, Zhang Bo, Honorary Dean of the Institute for Artificial Intelligence at Tsinghua University, reaffirmed the institution’s commitment. He noted that the university has conducted AI research since 1978. “This cooperation will deepen knowledge exchange and technical collaboration between the two countries,” he said.
Chairman of ITA Justisiari P Kusumah described the partnership as a strategic synergy between government, industry, and academia. “By working together, we can ensure AI development in Indonesia is inclusive, impactful, and aligned with the nation’s long-term aspirations,” he explained.
The AI Application Cooperation Center is targeted to begin operations in early 2026. It is expected to cultivate globally competitive AI talent while strengthening Indonesia’s position as a key player in Southeast Asia’s digital economy.
