Government Disburses Additional Rp 31.5 Trillion in Cash Aid, Bringing Total Social Assistance to Rp 110 Trillion

JAKARTA, Investortrust.id — The Ministry of Social Affairs has distributed an additional Rp 31.5 trillion in temporary cash assistance, or BLTS, for 35.04 million beneficiary families covering October through December 2025. The program, worth Rp 300,000 per month per household, aims to stimulate household consumption and strengthen the government’s social safety net.
Social Affairs Minister Saifullah Yusuf, known as Gus Ipul, said the extra BLTS complements regular cash transfers already provided through the Family Hope Program (PKH) and the basic food assistance program known as Sembako.
“This additional BLTS is separate from the regular assistance that the ministry provides every month to 20.88 million families through PKH and Sembako,” Gus Ipul said in Jakarta on Saturday, Oct. 18, 2025.
The extra Rp 31.54 trillion allocation brings the ministry’s total 2025 social protection spending to Rp 110.72 trillion, including PKH, Sembako, and economic stimulus transfers. The combined programs are estimated to benefit nearly 140 million Indonesians.
According to Gus Ipul, the ministry has used the updated National Social and Economic Data (DTSEN) and Integrated Social Welfare Data (DTKS) to ensure that aid reaches poor families in the bottom four deciles of household income. The data, updated every quarter, identifies households eligible for each phase of the aid distribution.
“Beneficiary data are verified and updated every three months to ensure accuracy and prevent mistargeting,” he said. “For the fourth quarter, new beneficiaries in deciles one to four were added outside the regular recipients, based on cross-ministerial data matching.”
The ministry’s breakdown of social assistance distribution in 2025 is as follows. Pure PKH recipients totaled 398,714 families, each receiving Rp 2.8 million annually, with total disbursement reaching Rp 1.12 trillion. Pure Sembako recipients numbered 8.67 million families, each receiving Rp 2.4 million annually, with total disbursement of Rp 20.82 trillion. Combined PKH and Sembako recipients reached 9.6 million families, each receiving Rp 5.2 million annually, totaling Rp 49.93 trillion.
Additionally, the June–July 2025 “top-up” program covered 18.28 million families who received Rp 400,000 each, totaling Rp 7.31 trillion. The latest economic stimulus aid, provided for October–December 2025, reaches 35.04 million families with total disbursement of Rp 31.54 trillion.
Gus Ipul said the distribution of both regular and expanded fourth-quarter aid had begun and would continue over the next two weeks. The expanded data set was compiled in collaboration with the Coordinating Ministry for Economic Affairs, the Central Statistics Agency (BPS), and the Ministry of Finance to improve targeting and reduce duplication.
