BPS Expands Business Classification to Capture Digital and Green Economy

JAKARTA, Investortrust.id — Badan Pusat Statistik releases the 2025 Indonesian Standard Industrial Classification on Friday, Dec 19, 2025 in Jakarta to capture emerging economic activities as Indonesia’s economy shifts toward digitalization and climate mitigation, a move expected to strengthen national data accuracy and policy formulation.
The new classification, known as KBLI 2025, replaces KBLI 2020 and is designed to ensure that Indonesia’s statistical framework remains aligned with global economic developments, particularly in the digital and green economy.
BPS Head Amalia Adininggar Widyasanti said the KBLI serves as a core statistical instrument for recording and classifying economic activity.
“Updating the KBLI is a regular process conducted every five years so that statistical instruments remain aligned with the latest developments in economic activities,” Amalia said in a statement on Friday.
She stressed that the revision was intended to provide clarity for newly emerging business activities rather than create obstacles for enterprises.
“This update provides certainty for new and evolving economic activities that were previously not fully covered, and it does not hinder the business sector,” she said.
The preparation of KBLI 2025 followed an extensive consultation process involving multiple stakeholders.
Since early 2024, BPS opened participation to ministries and government agencies, resulting in active involvement from 31 institutions and more than 1,000 proposed refinements discussed in stages through September 2025.
Structurally, KBLI 2025 expands the number of business categories to 22, from A to V, compared with 21 categories from A to U under KBLI 2020.
Overall, the new classification covers 87 sections, 257 divisions, 519 groups, and 1,560 business classes.
KBLI 2025 incorporates new economic activities, including digital platform services, digital content and the creative economy, carbon trading and storage, renewable energy, and enhanced classifications within financial services.
The update is expected to provide greater legal and statistical certainty for businesses while enabling the government to rely on stronger and more relevant data for policymaking.
KBLI 2025 will serve as a key reference for national statistical activities, including the 2026 Economic Census, updates to the Statistical Business Register, and other official statistics produced by BPS.
The revision also responds to the emergence of new business models and the need for Indonesia’s economic statistics to remain internationally comparable.
KBLI 2025 aligns with the International Standard Industrial Classification of All Economic Activities Revision 5, recommended by the United Nations Statistical Commission on March 11, 2024.
BPS will provide a correspondence table linking KBLI 2020 and KBLI 2025 to the Ministry of Investment and Downstream Industries as a basis for adjusting the Online Single Submission system.
The correspondence table is expected to help businesses and the public map existing classifications to the new framework as the transition to KBLI 2025 takes effect.
