SINGAPORE — Indonesia’s sovereign wealth fund, Badan Pengelola Investasi Daya Anagata Nusantara (BPI Danantara), has committed Rp 130 trillion ($7.9 billion) in capital expenditure to support President Prabowo Subianto’s flagship initiative to build 3 million affordable homes.
The funding will back a nationwide housing program led by the Ministry of Housing and Settlements, currently under Minister Maruarar Sirait. The announcement was made by BPI Danantara CEO Rosan Perkasa Roeslani during a joint appearance with Maruarar at the Singapore Parliament building on Monday, June 16, 2025.
Rosan said the commitment was secured through financing agreements with the country’s four state-owned banks—Bank Rakyat Indonesia (BRI), Bank Mandiri, Bank Negara Indonesia (BNI), and Bank Tabungan Negara (BTN)—collectively known as the Himbara group, along with Bank Syariah Indonesia (BSI).
“I’ve spoken with all five banks, including BSI, and we’ve prepared a funding line worth Rp 130 trillion to support housing construction led by Minister Ara [Maruarar Sirait] through the end of this year,” Rosan said in a video posted to Maruarar’s official Instagram account.
Funding Sources
Danantara’s funds are drawn from capital injections and dividends from state-owned enterprises under its management, including the Himbara banks. According to Investortrust data, the fund received approximately Rp 47.91 trillion in dividends from these banks, with the remainder sourced from Danantara’s broader investment pool.
The capital injection, Rosan emphasized, is targeted at improving the lives of low-income Indonesians who lack access to adequate housing. “This initiative follows regulations and will bring enormous benefits to Indonesians who will finally gain access to subsidized homes. Danantara will give its full support,” he said.
Ministerial Support
Minister Maruarar Sirait expressed strong appreciation for Danantara’s support, calling the commitment both a vote of confidence and a call for accountability.
“I’m very pleased today to receive Danantara’s support for our ministry. This is a major responsibility and a sign of great trust. We must ensure strong governance, integrity, and systems so that both Mr. Rosan’s and President Prabowo’s trust can be honored with real results,” said Maruarar, often referred to as “Ara.”
President Prabowo’s 3-million homes program has been presented as a cornerstone of his pro-people development agenda. The government estimates that the total funding needed could reach up to Rp 300 trillion ($18.2 billion), with the state relying on both public and private sector partnerships to meet the target.
