Indonesia Tobacco Leader Sampoerna Holds Top Market Share as Downtrading Pressures Sales
Key Takeaways

JAKARTA, Investortrust.id — Indonesia’s largest tobacco manufacturer, PT HM Sampoerna Tbk, posted net sales of Rp 56.5 trillion ($3.55 billion) and a net profit of Rp 4.2 trillion ($264.15 million) in the first half of 2026.
Despite persistent macroeconomic headwinds and shifting consumer behavior, the Philip Morris International affiliate defended its top market position, securing a dominant 29.6% market share, according to financial statements released Tuesday.
As consumer purchasing power shrinks across Southeast Asia’s largest economy, smokers are increasingly abandoning premium brands in favor of cheaper tier-two alternatives or untaxed illicit products. Sampoerna’s ability to protect its market share while navigating a 13% volume slump in labor-intensive hand-rolled cigarettes highlights the delicate balance between corporate profitability, government tax revenues, and mass employment in Indonesia's manufacturing heartlands.
Downtrading and Illicit Cigarettes Drag on Volume
Total sales volume fell 1.3% year-over-year during the six-month period, driven primarily by widespread consumer downtrading and persistent competition from illegal cigarette distribution networks.
The sharpest operational drag occurred in the company's hand-rolled clove cigarette segment (SKT), where sales volumes plummeted 13% year-over-year. The labor-intensive segment remains a core component of Sampoerna's manufacturing footprint, supporting approximately 90,000 direct jobs and sourcing raw materials from 22,500 local tobacco and clove farmers.
"SKT has been an integral part of Sampoerna’s journey for over a century and continues to serve as a strategic pillar for the company," Sampoerna President Director Ivan Cahyadi said in an official press statement on Tuesday. "We will continue to fortify this segment to ensure business sustainability while creating value for all stakeholders."
Regulatory Relief and Economic Impact
Citing a 2022 Universitas Airlangga study, Sampoerna emphasized that hand-rolled cigarette manufacturing generates an economic multiplier effect of 3.8 times. Every Rp 1,000 generated by an SKT production facility drives approximately Rp 3,800 in circulating economic activity throughout surrounding regional communities.
The manufacturer welcomed Jakarta's recent decision to freeze tobacco excise tax hikes, noting that stable tax policy combined with aggressive enforcement against contraband products provides a more predictable operating environment for legitimate industry players while safeguarding government revenues and industrial employment.
