Prabowo Grants Rehabilitation to Former ASDP Executives

JAKARTA, Investortrust.id — President Prabowo Subianto uses his authority on Tuesday, Nov 25, 2025 in Jakarta to grant rehabilitation to former chief executive of state owned ferry operator ASDP Indonesia Ferry Ira Puspadewi as lawmakers conclude a legal review of her corruption case, a move expected to reset the standing of three former executives.
PT ASDP Indonesia Ferry (Persero) previously oversaw the operations at the center of the disputed transactions.
ASDP’s acquisition of PT Jembatan Nusantara between 2019 and 2022 had been at the center of the corruption case because prosecutors argued the state owned ferry operator overpaid for a fleet of old and damaged vessels. They said at least 16 ships were nonoperational and claimed ASDP relaxed internal rules to buy a financially troubled company, causing Rp 1.25 trillion in state losses.
The defendants argued the transaction aligned with ASDP’s long term consolidation strategy and was driven by the need to secure route permits in a sector where new ferry routes had been restricted by a government moratorium since 2017. They said the acquisition aimed to integrate ferry operations and that any issues with vessel age or company performance reflected commercial risks governed by the business judgement rule rather than criminal intent.
Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad delivered the announcement during a press briefing at the Presidential Office complex and presented the signed rehabilitation letter alongside Minister of State Secretariat Prasetyo Hadi and Cabinet Secretary Teddy Indra Wijaya.
Dasco said House leaders received public complaints about the ASDP case and asked the legislature’s legal commission to conduct a full review of the matter handled by the Corruption Eradication Commission.
He added that, after examining the case involving Ira Puspadewi, Muhammad Yusuf Hadi, and Harry Muhammad Adhi Caksono, the findings were formally submitted to the government.
"Thank God, today the President has signed the rehabilitation letter for the three individuals," he said.
The Anti Corruption Court in Jakarta previously sentenced Ira to four and a half years in prison and fined her Rp 500 million, equal to $31,000, for actions prosecutors said caused Rp 1.25 trillion in state losses.
The court also issued four year prison terms and Rp 250 million fines for Yusuf and Harry in the same case, which involved a cooperation agreement and the acquisition of PT Jembatan Nusantara between 2019 and 2022.
However, the decision was not unanimous because Chief Judge Sunoto issued a dissenting opinion.
He argued that Ira, Yusuf, and Harry should have been released because the dispute fell under the business judgement rule and should have been resolved as a civil matter instead of a corruption charge.
