Prabowo Replaces Arief Prasetyo with Amran Sulaiman as Head of National Food Agency

JAKARTA, Investortrust.id — President Prabowo Subianto has removed Arief Prasetyo Adi from his position as Head of the National Food Agency and appointed Minister of Agriculture Amran Sulaiman to lead the institution.
The decision was stipulated under Presidential Decree No. 116/P of 2025 on the Dismissal and Appointment of the Head of the National Food Agency, signed by Prabowo in Jakarta on Thursday, Oct 9, 2025.
The decree stated that the leadership change was made to improve the effectiveness of government administration. “It is deemed necessary to relieve the Head of the National Food Agency appointed under Presidential Decree No. 7/M of 2022 and to appoint a replacement,” read the document as quoted on Friday, Oct 10, 2025.
In its first article, the decree formally dismissed Arief Prasetyo Adi with honor and expressed gratitude for his service and contributions during his tenure.
The second article appointed Andi Amran Sulaiman as the new Head of the National Food Agency, granting him financial entitlements and other facilities in accordance with existing regulations. “This Presidential Decree takes effect as of the date of its enactment,” the document stated.
Arief Prasetyo Adi, who has been replaced as Head of the National Food Agency, is a long-serving government technocrat known for his close involvement in Indonesia’s food logistics and state enterprise sectors. Before leading the agency, Arief served as President Director of PT Rajawali Nusantara Indonesia (RNI), a state-owned holding company overseeing food, plantation, and pharmaceutical subsidiaries.
His appointment as Head of the National Food Agency was made through Presidential Decree No. 7/M of 2022 during the administration of President Joko Widodo, marking the formal establishment of the institution tasked with stabilizing food prices and coordinating national food security policy.
Throughout his tenure, Arief oversaw policies on rice price stabilization, food stock management, and coordination with regional governments and state logistics agency Bulog.
However, his leadership also faced scrutiny during episodes of rice price volatility and logistical delays in government rice distribution programs earlier in 2025. Arief is not publicly affiliated with any political party but has been regarded as a technocratic appointee with experience in state-owned enterprises and inter-ministerial coordination.
His replacement by Agriculture Minister Andi Amran Sulaiman comes just one day after Amran announced that Indonesia had achieved national rice self-sufficiency, fulfilling one of President Prabowo Subianto’s key campaign targets. In that announcement, Amran stated that “Indonesia no longer needs to import rice,” crediting expanded domestic production and government programs to strengthen farmers’ access to fertilizers and irrigation.
Amran, who previously served as Agriculture Minister from 2014 to 2019 under President Joko Widodo and returned to the same post in 2023, is considered one of the architects of Indonesia’s recent agricultural production gains. His concurrent appointment as Head of the National Food Agency effectively unites oversight of production and distribution under a single authority.
Observers note that this leadership change follows a series of government reviews aimed at improving food policy coordination, particularly between the Agriculture Ministry, Bulog, and the National Food Agency, as Indonesia prepares for intensified food security programs under President Prabowo’s administration.
