Government to Issue WFA Circular for Year End Period

JAKARTA, Investortrust.id — The Indonesian government plans to issue a circular letter on Wednesday, Dec 17, 2025 in Jakarta encouraging work from anywhere for civil servants and private sector employees on Dec 29, 30, and 31, 2025 to manage year end mobility and support family travel during the school holiday period.
The policy will apply to civil servants and private employees, with technical rules coordinated across ministries to ensure continuity of essential public services.
Susiwijono Moegiarso, Secretary at the Coordinating Ministry for Economic Affairs, said the government had finalized cross ministry coordination on the mechanism for the year end WFA arrangement. He said discussions had been held with the Ministry of Administrative and Bureaucratic Reform on civil servant rules and with the Ministry of Manpower on private sector guidance.
"We will later send a letter so that all ministries and agencies set Dec 29, 30, and 31 as WFA days, similar to the policy applied during the recent Eid period. For the private sector, there will be a circular from the manpower minister," Susiwijono said during a doorstep interview at the Ombudsman office in Jakarta on Wednesday.
He said the proposal for civil servant WFA was based on Ministerial Regulation of Administrative and Bureaucratic Reform No. 4 of 2025 on flexible work arrangements for civil servants, which allows institutions to apply location flexible work systems according to operational needs.
Susiwijono stressed that the WFA policy would not apply uniformly to all sectors. He said public service sectors such as healthcare would adjust their work arrangements according to institutional requirements to ensure uninterrupted services.
"However, in general we will apply WFA on Dec 29, 30, and 31. That falls on Monday, Tuesday, and Wednesday," he said.
The year end WFA proposal was previously submitted by Coordinating Minister for Economic Affairs Airlangga Hartarto to President Prabowo Subianto. Airlangga said the proposal aimed to bridge the gap between public holidays and working days at the end of December.
"We proposed this because Dec 29, 30, and 31 fall between holidays, so we suggested work from anywhere and everywhere," Airlangga said at the State Palace in Jakarta, as accessed on Tuesday, Dec 16, 2025.
Airlangga said the policy would allow parents to travel with their children during the school holiday period, noting that families were less likely to move if parents were required to remain on site at work.
The WFA arrangement is also intended to maximize the impact of transportation fare discounts announced by the Ministry of Transportation, including rail ticket discounts of up to 30%, sea transport and Pelni discounts of up to 20%, and river, lake, and ferry services offering ticket discounts of around 13%.
