Jakarta’s ‘Donut Ring’ to Link Four Transit Systems at Dukuh Atas by 2027

JAKARTA, Investortrust.id — MRT Jakarta has unveiled an ambitious plan to connect four of the capital’s major transit systems through an innovative pedestrian bridge network called the “Donut Ring,” a core feature of the Dukuh Atas Transit-Oriented Development (TOD) now targeted for completion by 2027.
Director of Business Development MRT Jakarta, Farchad Mahfud, said the project aims to turn Dukuh Atas into Jakarta’s most integrated and pedestrian-friendly transit hub. The area currently serves as a key interchange point for MRT Jakarta, LRT Jabodebek, the Commuter Line, Transjakarta, and the Soekarno-Hatta Airport Train, but Farchad acknowledged that connectivity among them remains incomplete.
“Dukuh Atas is among Jakarta’s most complete TOD zones in terms of transport infrastructure, but the connections between modes are still fragmented,” Farchad said at MRT Jakarta’s headquarters in Central Jakarta on Wednesday, Oct 8, 2025.
The “Donut Ring” will consist of a circular pedestrian bridge linking the four rail-based transit systems, allowing commuters to transfer quickly and safely without crossing traffic. “The bridge will create a continuous, elevated pathway connecting all transport modes — prioritizing pedestrians over vehicles,” he added.
As part of the redevelopment, the iconic General Sudirman statue on Jalan Jenderal Sudirman will be relocated toward Jalan MH Thamrin to make room for the integrated design. Farchad said the company is exploring creative financing options, including Public-Private Partnerships (KPBU), to fund the project.
“The idea is similar to how we built the Dukuh Atas pedestrian bridge before — collaboration between public and private sectors,” he said. “We’re open to partnership schemes that accelerate construction.”
MRT Jakarta expects the “Donut Ring” to serve as the backbone of connectivity in Dukuh Atas, strengthening Jakarta’s reputation as a walkable, transit-centered metropolis and setting a benchmark for future TOD projects nationwide.
Government Sets 2027 Completion Goal
The “Donut Ring” announcement follows a separate statement by the Ministry of Transportation in late September 2025, which confirmed that the Dukuh Atas TOD is slated for completion by 2027. The plan envisions integrating the MRT, LRT, Commuter Line, and Soekarno-Hatta Airport Train into one seamless complex connecting the Karet, Sudirman, and BNI City stations.
“Our goal is to integrate Karet and BNI City with the Sudirman area as soon as possible,” Transportation Minister Dudy Puwagandhi said on Tuesday, Sept 30, 2025. “This project will enhance service quality, reliability, and comfort while encouraging private investment and creating new economic value.”
Governor of Jakarta Pramono Anung, who attended the coordination meeting, said the city’s broader rail network expansion remains on schedule. “The MRT extension from Bundaran HI to Kota is progressing well, and the LRT line from Kelapa Gading to Manggarai is even ahead of plan,” Pramono said.
Officials attending the meeting included Director General of Railways Allan Tandiono, Director General of Land Transport Aan Suhanan, Director General of Integrated and Multimodal Transport Risal Wasal, Head of the Transportation Policy Agency Hermanta, President Director of PT Kereta Api Indonesia Bobby Rasyidin, President Director of MRT Jakarta Tuhiyat, and Jakarta Transportation Agency Head Syafrin Liputo.
