Dony Oskaria Leads BP BUMN, New Agency Replacing Ministry of SOEs

JAKARTA, Investortrust.id — President Prabowo Subianto has inaugurated Danantara Indonesia Chief Operating Officer Dony Oskaria as Head of the State-Owned Enterprises Supervisory Agency, or BP BUMN, during a ceremony at the State Palace in Jakarta on Wednesday, Oct 8, 2025.
The appointment marked a major institutional transformation in Indonesia’s state-owned enterprise (SOE) governance, as the newly established BP BUMN formally replaced the Ministry of SOEs following the enactment of the amended SOE Law.
Alongside Dony, Prabowo also appointed Aminuddin Ma’ruf and Teddy Barata as Deputy Heads of BP BUMN. The appointments were based on Presidential Decree No. 109P/2025 on the Appointment of the Head and Deputy Heads of the State-Owned Enterprises Supervisory Agency.
BP BUMN was created as part of a broader structural reform aimed at enhancing the strategic role of SOEs in national development. The new agency enjoys greater autonomy than the former ministry, directly managing state shareholdings and dual-class dividend rights, while remaining accountable to the President.
The revised SOE Law also introduces a ban on ministers and deputy ministers holding concurrent positions as directors, commissioners, or supervisory board members of SOEs. The reform follows Constitutional Court Decision No. 128/PUU-XXIII/2025, which redefined SOE boards as corporate officers rather than state administrators.
In addition, the new legislation mandates gender equality within SOE leadership structures, ensuring that women have equal opportunities to serve as directors, commissioners, and senior managers across the sector.
Speaking after the ceremony, Dony said he would prioritize institutional transformation and governance improvements across SOEs under the new legal framework. “We hope this new law will further strengthen the transformation process envisioned by the President,” he said.
Dony also revealed that his appointment came unexpectedly. “I received a call from the Cabinet Secretary just an hour before the ceremony,” he told reporters with a smile.
The inauguration ceremony included an oath-taking session led directly by President Prabowo, who stated: “By God, I swear to uphold the Constitution of the Republic of Indonesia and to carry out all laws and regulations as faithfully as possible for the sake of service to the nation and the state. I will uphold the ethics of my office and perform my duties with the utmost integrity and responsibility.”
In the same event, President Prabowo also swore in Mathius Fakhiri and Aryoko Alberto Ferdinand Rumaropen as Governor and Deputy Governor of Papua, part of his broader effort to reinforce effective governance and streamline institutional performance across Indonesia.
With BP BUMN now officially in place, expectations are high for Dony Oskaria to lead Indonesia’s state-owned enterprise transformation agenda—strengthening corporate efficiency, transparency, and competitiveness in line with Prabowo’s vision of SOEs as the driving force of national economic growth.
