Telkomsel, Indosat, and XLSmart Advance to High-Stakes 5G Frequency Auction

JAKARTA, Investortrust.id — Indonesia’s telecommunications landscape is bracing for a major shift as industry heavyweights Telkomsel, Indosat, and XLSmart have officially cleared the administrative hurdles for the 2026 5G frequency auction. The Ministry of Communication and Digital (Kemenkomdigi) confirmed that these three operators will now proceed to the final price-bidding round for the critical 700 MHz and 2.6 GHz bands.

This auction is the gateway to the next generation of digital connectivity in Southeast Asia’s largest economy. Securing these spectrum bands is vital for the telcos to expand 5G coverage, enhance network capacity, and support the growing demand for high-speed data. The results of the July 7 auction will likely dictate the market share and competitive edge of these firms for years to come.

The Road to the Auction Block

The selection process, which ran from June 18 to June 25, involved rigorous document reviews and administrative verifications. Telkomsel, the country’s largest mobile network operator, led the submission of participation documents on June 18, followed closely by Indosat, a major telecommunications provider, and XLSmart, a prominent mobile service provider.

Minister of Communication and Digital Meutya Viada Hafid emphasized that the government is maintaining strict adherence to transparency and governance throughout the selection. Speaking on the evening of Thursday, June 25, 2026, Hafid stated, "We are fully committed to carrying out all stages of this selection by prioritizing the principles of transparency, legal certainty, and accountability".

Setting the Stage for July

The final showdown is set for July 7, 2026, at 9:00 AM WIB, when the three companies will engage in an e-Auction to determine the winners of the sought-after frequencies. To maintain a secure environment, the ministry has mandated the use of digital signatures via the Peruri Shield platform—an official digital security service—for every participant throughout the bidding process.

While the path is clear for the auction, the process is not yet final. The government has provided a window for participants to file appeals against the administrative results until June 29, 2026, at 3:00 PM WIB. Despite this potential for legal challenges, Kemenkomdigi has confirmed that the broader selection schedule will continue as planned.
