Indonesia Plans Massive Fiscal Stimuli for the 2nd Half of 2026

JAKARTA, Investortrust.id — Indonesia is preparing to unleash a massive wave of fiscal stimuli for the second half of 2026 to turbocharge consumer spending and fortify Southeast Asia’s largest economy against global headwinds.

Coordinating Minister for Economic Affairs Airlangga Hartarto will officially unveil the comprehensive Quarter 3 stimulus package on Monday, June 22, 2026. This aggressive intervention focuses heavily on slashing transportation costs and offering strategic tax incentives to keep domestic demand buzzing.

For global investors, Indonesia's latest fiscal playbook signals a high-stakes effort to insulate its consumer-driven economy. By aggressively subsidizing travel and lowering tax barriers, Jakarta aims to trigger a multiplier effect across the aviation, hospitality, and retail sectors during peak holiday windows.

Sashing Travel Costs to Ignite Tourism

To keep the momentum alive during the upcoming school holidays and the crucial Christmas and New Year (Nataru) periods, the government has finalized an extensive transport subsidy framework.

For the upcoming school holiday window from June 20 to July 5, 2026, the government is injecting Rp 190.5 billion ($11.98 million) to subsidize over 3 million travelers. State-owned rail operator PT Kereta Api Indonesia (KAI) and state-owned shipping giant PT Pelni will slash ticket prices by 30%. Concurrently, state-owned ferry operator PT ASDP Indonesia Ferry will completely waive port service fees.

The government will double down during the Nataru period from late December 2026 to January 10, 2027, deploying another Rp 161.4 billion ($10.15 million) budget to replicate these deep transport discounts.

A Massive Lifeline for Domestic Aviation

The local aviation sector is poised for a major traffic surge as the government rolls out a 100% Government-Borne Value-Added Tax (PPN DTP) waiver on domestic economy-class airline tickets.

"Regarding the preparation of the Quarter II and Semester II-2026 stimulus packages, the policies discussed include transport discounts and tax incentives," Susiwijono Moegiarso, Secretary of the Coordinating Ministry for Economic Affairs, stated at his office in Jakarta on Friday, June 19, 2026.

The air travel stimulus for the mid-year school holidays alone carries an estimated price tag of Rp 472.7 billion ($29.72 million), targeting 2.3 million passengers. For the Nataru holiday stretch, the air travel budget scales up to a staggering Rp 722 billion ($45.40 million) to support 3.7 million passengers, supplemented by a 50% discount on Passenger Service Charges (Airport Tax) and aircraft parking fees.

Boosting Supply and Creative Industries

While the transport discounts heavily stimulate the demand side, Jakarta is also addressing the supply side via targeted fiscal reforms. In an unexpected move to foster the nation's creative economy, Minister Hartarto confirmed a sweeping tax cut for the literary sector.

Authors will now enjoy a highly competitive flat Final Income Tax (PPh Final) on royalties fixed at just 1.5%, a move aimed at revitalizing local intellectual property creation.
