Rosan and Purbaya to Visit China for Whoosh Debt Negotiation

TANGERANG, Investortrust.id — CEO of Danantara Indonesia Rosan Perkasa Roeslani and Finance Minister Purbaya Yudhi Sadewa will travel to China on Wednesday, Nov 26, 2025 in Tangerang to negotiate the restructuring of PT Kereta Cepat Indonesia China’s debt, a move expected to advance President Prabowo Subianto’s directive to resolve the Rp 54 trillion financing issue.

PT Kereta Cepat Indonesia China, known as Whoosh, has been the flagship high speed rail operator since its launch in 2023.

Rosan said Danantara maintained close coordination with the Ministry of Finance to prepare a detailed debt restructuring proposal before entering the talks in Beijing.

“We continue communicating with him, with Mr Purbaya. We sit together and we are making sure that by the time we go to China, the proposal is already solid,” he said on the sidelines of the Kompas100 CEO Forum in Tangerang.

He confirmed that the government and Danantara had already dispatched an advance team to begin preliminary negotiations with Chinese counterparts.

“The advance team has been sent to speak with the team from China, that has already been ongoing. But later the main negotiation, maybe that will involve Mr Purbaya,” Rosan said.

When asked whether he would depart together with the finance minister at the end of the year, Rosan responded only with a brief smile and a short answer.

Earlier, Minister Purbaya expressed his intention to be directly involved in the renegotiation process for Whoosh’s debt.

“If I am invited, then I will know exactly how the discussion will go,” Purbaya said during a visit to Surabaya on Nov 11.

He also said President Prabowo’s idea to use seized corruption assets to help pay down Whoosh’s debt was still under technical discussion.

“What we have now are still the broad outlines,” he said.
