JAKARTA, investortrust.id — Indonesia’s 2026 draft state budget may reach Rp 3,820 trillion ($237 billion), according to House Budget Committee Chair Said Abdullah, as lawmakers revise fiscal assumptions to reflect stronger revenue outlooks.
The spending projection marks a slight increase from earlier estimates in the government’s preliminary fiscal policy framework and is based on a budget-to-GDP ratio of 14.19% to 14.83%.
“The projected spending is between Rp 3,800 trillion and Rp 3,820 trillion,” Said told reporters on Tuesday after a meeting at the parliamentary complex in Jakarta.
The Ministry of Finance had initially proposed a ratio range of 14.19% to 14.75% in its Kerangka Ekonomi Makro dan Pokok-Pokok Kebijakan Fiskal (KEM-PPKF), the economic and fiscal policy framework used to guide budget planning.
Revenue Ceiling Also Adjusted
Parliament also agreed to revise the revenue assumption upward. While the government had proposed a revenue ratio of 11.71% to 12.22% of GDP, lawmakers expanded the range to 11.71% to 12.31%.
Said said the adjustment aimed to encourage the government to optimize its revenue potential. “The government needs to show its best effort,” he said.
However, he declined to provide specifics on the GDP assumption that will underpin the 2026 budget plan. “Even if we already have a sense of the figure, we can’t get ahead of the Financial Note. These are sensitive numbers,” he added.
Awaiting GDP Data from First Half of 2025
For context, the 2025 state budget used a GDP assumption of Rp 22,139 trillion. The 2026 forecast will be finalized after economic performance data from the first half of this year is reviewed.
“We're waiting for the first semester trend. Around early Q3 2025, the Financial Note will be submitted, and by then we should have a more accurate GDP figure,” Said explained.
