eBay Blocked in Indonesia for Breaching Digital Platform Rules

JAKARTA, Investortrust.id – Indonesia’s Ministry of Communication and Digital Affairs has officially blocked access to eBay Inc., KLM Royal Dutch Airlines, and PT Dunia Luxindo—owner of the bathandbodyworks brand in Indonesia—for failing to comply with national digital registration requirements.
The sanctions were imposed under Ministerial Regulation No. 5/2020 on Private Scope Electronic System Providers (PSE Lingkup Privat), which mandates that all digital platforms operating in the country, both foreign and domestic, register with the government’s Online Single Submission (OSS) system.
“This access blocking is an administrative sanction imposed on private digital platforms that have not undertaken the required registration,” said Alexander Sabar, Director General of Digital Space Supervision at the Ministry, in Jakarta on Saturday, June 28, 2025.
According to Alexander, the ministry had followed due process by issuing notification letters, formal warnings, and public advisories prior to the enforcement. However, none of the three entities demonstrated a willingness to meet the regulatory requirements within the allotted time.
“We provided ample time and sent official warnings. But these platforms chose not to register before the deadline,” he stated firmly.
The decision underscores the government’s commitment to fostering a regulated and secure digital environment. Authorities said the move also enforces a level playing field for all electronic service providers operating in Indonesia.
“This is part of our effort to protect the public from the risks of unregistered digital services,” added Alexander, a former high-ranking official at the National Narcotics Agency.
The Ministry further urged all digital service providers targeting Indonesian users to complete their registration through the OSS platform before launching their services, and to keep their information up to date.
