UAE’s Masdar Expands Floating Solar Projects in Indonesia with PLN Partnership

JAKARTA, investortrust.id — United Arab Emirates-based renewable energy giant Masdar has signed new cooperation agreements with Indonesian state-owned utility PT PLN to develop floating solar power projects across Indonesia, marking a strategic step in Southeast Asia’s clean energy transition.
The agreements were formalized during a signing ceremony in Abu Dhabi on Tuesday, April 8, 2025, coinciding with the official visit of Indonesian President Prabowo Subianto. Masdar, formally known as Abu Dhabi Future Energy Company, is a key global player in solar and wind energy development. PLN, or Perusahaan Listrik Negara, manages Indonesia’s national electricity grid.
The memorandum of understanding (MoU) outlines the potential development of a floating solar power plant on the Jatigede Reservoir in Sumedang Regency, West Java. In parallel, both parties also signed a principles of agreement to assess capacity expansion of the existing Cirata floating solar plant.
Waduk Jatigede, located in Sumedang, West Java, will be developed into a floating solar project through the PLN-Masdar collaboration.

PLN President Director Darmawan Prasodjo said the Jatigede project aims to harness Indonesia’s abundant solar resources by utilizing water surfaces for clean energy generation. “This initiative will accelerate the transition toward low-carbon energy and enhance energy security,” he said in a statement on Monday, April 14.
Cirata Floating Solar Power Plant, which began operations in November 2023, currently generates 192 megawatt peak (MWp) and supplies clean electricity to 50,000 households while reducing carbon emissions by 214,000 tons annually.

Darmawan emphasized that PLN is committed to leading Indonesia’s energy transition. “Our partnership with Masdar reflects a shared commitment to addressing the global climate crisis. By increasing our renewable capacity, we reduce reliance on fossil fuels and reinforce national energy sovereignty while driving economic growth,” he added.
Masdar Chief Executive Officer Mohamed Jameel Al Ramahi welcomed the partnership with PLN, calling the Jatigede project a milestone in their collaboration. “This agreement enhances our cooperation with PLN and supports Indonesia’s ambitious renewable energy targets,” he said.
Al Ramahi noted that the Cirata project, which set a benchmark for floating solar energy in the region, has positioned Masdar as a leader in this niche. “Our ongoing collaboration with PLN underscores our commitment to sustainable development and long-term investment in Indonesia’s clean energy sector,” he added.
Masdar and PLN are expected to continue expanding their renewable energy ventures, positioning Indonesia as a key hub for sustainable energy in Southeast Asia.
