A Blueprint Born in New Delhi
The network is the first major concrete outcome of a digital cooperation memorandum of understanding signed by Indonesia and India in January 2025, which laid the groundwork for joint development in digital public infrastructure, artificial intelligence, and digital innovation.

Dismantling E-Commerce Monopolies

Under the network's core operating philosophy—"Join Once, Sell Everywhere"—a merchant only needs to integrate their digital storefront a single time into the network to gain immediate visibility across every participating marketplace and service provider on the grid. The model is engineered to slash technology overheads, stimulate organic market competition, and offer vastly more choices to both merchants and consumers.
Bringing the Informal Sector to Heel
As part of the initial rollout, SMESCO Indonesia—the government execution agency responsible for small business promotion—and the tech venture firm PT Chairos International Ventures signed a Letter of Intent to scale up digital adoption among small merchants. The alliance will focus on expanding market access, deepening financial inclusion, and upgrading business capacities through localized ecosystem deployment.
ION is also integrating directly with the Ministry of Micro, Small, and Medium Enterprises to supercharge a national outreach program known as SAPA UMKM through a dedicated layer called PASAR SAPA. The program operates as an interoperable digital trade layer connecting small businesses with crucial enterprise-support services.
Through this system, registered merchants gain direct access to a broader buyer pool, integrated logistics networks, digital payment gateways, credit facilities, insurance products, and tools driven by artificial intelligence.
Maman Abdurrahman, the Minister of UMMEs, stated on Tuesday, July 7, 2026, that the administration wants to ensure every single small business in Indonesia enjoys an equal opportunity to thrive in the digital sphere, regardless of its size or geographic location. The creation of ION was triggered by the massive roadblocks that millions of small businesses, rural farmers, local cooperatives, traditional wet markets, and informal street vendors face when attempting to cross the digital divide. Fragmented marketplaces force merchants to build separate integrations for every platform they want to sell on. Compounding the problem are fragmented logistics, steep upfront software capital requirements, poor credit availability, and the soaring costs of digital marketing, particularly for businesses far outside the major urban centers of Java.
ION circumvents these bottlenecks by decoupling the underlying digital infrastructure from the commercial application layer. Consequently, tech companies can build new apps and commercial services on top of the shared network without needing to lock users into a closed, proprietary ecosystem.
The network is also rolling out a hyper-local protocol ("ION Hyperlokal") designed to connect villages, rural sub-districts, agricultural cooperatives, farmers, and traditional markets into region-specific digital economic loops. Under this model, trade transactions and logistics fulfillment can be cleared directly within the local community, keeping capital local while simultaneously providing a digital off-ramp for local products to enter the wider national market.
The Ministry of Communication and Digital is backing the project by mobilizing the domestic tech community, including software developers, startups, and digital service providers.
The infrastructure was initially introduced as a recognized Digital Public Infrastructure (DPI) during a soft-launch event on February 5, 2026, led by the Deputy Minister of Communication and Digital, Nezar Patria, alongside Minister Abdurrahman. The grant funding is specifically targeted at accelerating inclusive digital trade for micro-entrepreneurs and women-led businesses in remote rural territories.
Networks for Humanity has also joined the initiative as a knowledge partner, bringing international experience in deploying open, interoperable, and inclusive digital systems. The founding tech ecosystem partners for ION comprise a mix of domestic and international firms, including Indosat Ooredoo Hutchison, Protean e-Gov Technologies, Pidge, Remiges, Bajaj-Maxride, PlaceOrder, Haqdarshak, Integra Microsystems, Moving Tech Innovations, Infinys, ThoughtLine, Ayantram, and Blitz.
Sachin Gopalan, the chief executive officer of PT Chairos International Ventures, reiterated that ION must not be confused with a standard e-commerce platform. Instead, it is a shared digital commons where competing marketplaces, logistics fleets, payment processors, and commercial banks interface seamlessly. By separating the infrastructure from the consumer application, Gopalan stated, Indonesia is pioneering a digital economy where cross-industry collaboration becomes the primary engine of commercial innovation.
Gopalan noted that Chairos’s specific mandate is to align the government, private sector, international technology partners, and global experts to ensure ION matures into a truly national asset that is ultimately owned and operated solely for Indonesia's national interest. The roll-out of ION is positioned as a critical pillar in the country's long-term economic master plan, aimed at transforming the country into a fully developed economy by its centenary in 2045.
