Bahlil Says Government Has Given ‘Fair’ Fuel Quotas to Private Gas Stations

JAKARTA, Investortrust.id — Energy and Mineral Resources Minister Bahlil Lahadalia says the government has allocated what he calls a fair share of fuel quotas to private gas stations, including Shell and BP, for 2025. The quota has been raised by 10% compared with 2024.
“All private companies have received their allocations. The quota is 110% of last year’s. For example, if a company received 1 million kiloliters in 2024, in 2025 it gets 1 million plus 10%. This means everyone has received their share,” Bahlil said on Wednesday, Sept. 17, 2025, at the ministry’s office in Jakarta.
Bahlil stressed that the government cannot automatically approve additional import quotas for private stations if their supplies run out before year-end. Instead, he suggested they coordinate with PT Pertamina (Persero), the state-owned oil and gas company, to secure extra supply.
“If they want more, they should collaborate with Pertamina. Pertamina represents the state. We cannot allow a product that is vital for people’s livelihoods to be left entirely to market forces,” he said.
The minister, who previously served as investment chief, emphasized that the 110% quota had already been distributed to private fuel retailers, meaning there was no withholding of allocations by the government.
“The 110% has been given to them, to all private companies. We have already disbursed the quota,” Bahlil said.
Director General of Oil and Gas Laode Sulaeman added that the government recently met with private gas station operators and Pertamina Patra Niaga, Pertamina’s downstream unit, to address the issue of depleted fuel stocks.
“We discussed each operator’s concerns and how to synchronize them with Pertamina Patra Niaga. God willing, this afternoon we will send a letter to Pertamina Patra Niaga to follow up on the meeting. The idea is that any excess supply that needs to come from Pertamina can be implemented properly,” Laode said.
