JAKARTA, Investortrust.id — Indonesia’s sovereign investment agency has crossed a decisive threshold in municipal utility development, securing a binding power purchase agreement (PJBL) to build a massive waste-to-energy power plant in West Java.
The Rp 2.8 trillion ($176.10 million) Bogor Raya 1 Waste-to-Energy Facility (PSEL) is designed to transform municipal refuse into baseload electricity while eliminating severe environmental hazards across the Greater Bogor metropolitan region.
The venture marks an aggressive nationwide effort to privatize and modernize municipal sanitation. By turning municipal landfills into utility-scale generation assets, authorities aim to clear urban blight while feeding decentralized green power directly into regional transmission grids.
Unlocking 1,200 Green Industrial Jobs
State investment management agency Badan Pengelola Investasi Danantara (BPI Danantara) formally advanced the project during an official ground-breaking launch on Thursday, Sept. 17, 2026.
Speaking at the launch ceremony, Danantara Chief Investment Officer Pandu Sjahrir noted that the execution of the power purchase agreement paves the way for commercial ground construction, following similar project deployments across Bekasi and Denpasar over the past two months.
"On today's agenda, Thursday, Sept. 17, 2026, the progress of PSEL Bogor Raya 1 has entered an essential phase with the signing of the power purchase agreement," Pandu said.
Pandu emphasized that the project structure incorporates strict environmental baselines, adopting engineering guidelines modeled after the European Industrial Emissions Directive (EU IED).
The plant is engineered to process more than 500,000 metric tons (551,155 short tons) of municipal solid waste per year. This volume accounts for roughly 45% of total trash generated across Bogor City and Bogor Regency.
Pandu highlighted that the commercial infrastructure will generate clean power capable of energizing more than 100,000 local homes. The operation is also projected to lower regional landfill land usage by 80%, suppress landfill greenhouse emissions by 80%, slash annual carbon output by 640,000 metric tons (705,479 short tons), and generate 1,200 domestic jobs.
Danantara vetted developer bids through an independent evaluation panel comprising more than 60 international technical, legal, and financial specialists.
Tackling a 4,000-Ton Daily Mountain of Waste
Despite the ground-breaking, senior government officials warn that commercial execution remains in its opening phase.
Speaking at the same ceremony, Vice Minister of Home Affairs Bima Arya Sugiarto pointed out that combined waste from Bogor City and Bogor Regency reaches approximately 4,000 metric tons (4,409 short tons) per day.
Bima stressed that municipal waste accumulation poses severe upstream risks, directly exacerbating chronic river basin siltation and downstream monsoon flooding across neighboring capital Jakarta.
"This groundbreaking is not the final phase; it is only the beginning," Bima emphasized on Thursday, Sept. 17, 2026. "This marks our formal pledge, but concrete results will depend on smooth operational execution."
Bima called on regional administrations to resolve potential supply chain hurdles, ranging from feedstock collection routes to regulatory permits. He pledged that the Ministry of Home Affairs will intervene directly to remove operational bottlenecks.
Diversifying Waste Processing Tech Through 2029
The central government is targeting commercial construction to wrap up in no more than two years.
Minister of Environment Muhammad Jumhur Hidayat stated on Thursday that current waste-to-energy initiatives cover only about 60 municipalities, leaving more than 470 regencies and cities requiring modern sanitation systems under national development targets running through 2029.
Jumhur explained that policymakers will not rely exclusively on power-generating incinerator plants. Regional programs are deploying diverse processing alternatives, including pyrolysis systems, refuse-derived fuel (RDF) plants, and biomass green coal briquetting.
