"It appears operations have commenced, albeit on a phased basis," said Ahmad Erani Yustika, Secretary-General of the Ministry of Energy and Mineral Resources (ESDM), speaking at the ministry's headquarters in Jakarta on Friday. "Construction is effectively complete, and the current focus is on ramp-up while awaiting confirmation on the formal inauguration date."
The Karawang plant represents a $1.2 billion downstream investment within the broader $5.9 billion to $6 billion Indonesia Battery Integration Project (IBIP). Spanning across multiple provinces, the consortium—grouping CATL, state miner PT Aneka Tambang (Antam), and IBC—links upstream High-Pressure Acid Leach (HPAL) nickel smelting and precursor manufacturing in East Halmahera, North Maluku, to cell fabrication and battery pack assembly in West Java.
According to Dwi Susanto, Managing Director of Technology Advancement at Danantara Indonesia—the sovereign wealth and investment entity overseeing strategic national projects—the Karawang complex finished installing automated battery assembly equipment in January 2026. The newly operational cell facility manufactures fundamental lithium-ion cells, which will feed directly into pack assembly lines for passenger vehicles, two-wheelers, and commercial energy storage systems. Over time, the facility is slated to expand its total output toward 15 GWh.
Subang EV Hub and 2028 Mass Production
The operational milestone coincides with an aggressive timeline set by President Prabowo to establish an end-to-end indigenous EV industry. Speaking during the rollout of a national electric motorcycle initiative at an assembly plant in Cikarang, Bekasi, on Thursday, August 13, Prabowo revealed that construction is also accelerating on a national electric car manufacturing complex in Subang, West Java.
"There is a major complex under development in Subang, near Kilometer 84," Prabowo noted. "Our objective is to achieve large-scale commercial mass production of Indonesian electric passenger vehicles by 2028 at the latest."
To stimulate domestic manufacturing and consumer uptake, the administration has introduced targeted incentives, including zero-down-payment financing, subsidized interest rates, and subsidies for local manufacturers capable of scaling production past one million electric two-wheelers.
Decarbonization and Macroeconomic Dividends
The industrial drive serves a dual macroeconomic agenda: curbing state outlays on refined petroleum imports and accelerating renewable energy deployment. Delivering a state address at the parliamentary complex in Jakarta on Friday, August 14, Prabowo outlined a broader transition program centered on deploying 100 GW of utility-scale solar photovoltaic (PV) power while retiring 13 GW of diesel generation.
"This year alone, we will deploy 30 gigawatts of solar power and decommission 13 gigawatts of diesel plants," Prabowo said, estimating that replacing diesel and reducing fuel subsidies via 100 GW of solar installations could save the state budget upwards of Rp 73.9 trillion ($4.6 billion) annually in electricity generation costs.
For end consumers, the administration projects that shifting the transport fleet to domestic electricity could slash household vehicle operating expenses by 50% to 70% relative to conventional gasoline.
