Indonesia Targets $7.3 Billion Public Transit Overhaul to Electrify Bus Fleet by 2045

JAKARTA, Investortrust.id — Indonesia is setting its sights on a total green transformation of its urban transit grid, aiming to eliminate diesel buses entirely from city streets within two decades.
The Ministry of Transportation, in partnership with the Institute for Transportation and Development Policy (ITDP) Indonesia, unveiled a national roadmap targeting a 100% electric urban bus fleet by 2045. The ambition carries a price tag of Rp 116 trillion ($7.30 billion) in capital investment.
For global clean-tech investors and multilateral development lenders, Indonesia's transit roadmap represents a massive infrastructure deployment across Southeast Asia's most populous nation. Shifting public transit away from fossil fuels is expected to slash greenhouse gas emissions by 41%—equivalent to 8.8 million metric tons of carbon dioxide—while reducing fuel consumption by 392,000 kiloliters annually. However, with electric buses currently priced 250% to 300% higher than diesel equivalents, closing the financing gap will test the country's public-private partnership frameworks and sovereign balance sheet.
High Upfront Costs and Financing Bottlenecks
Despite clear long-term operational savings, high initial capital expenditures remain the single largest barrier to rapid adoption. Policy incentives under Presidential Regulation No. 79/2023 offset only 2% to 5% of initial purchase costs, leaving operators heavily reliant on concessional international financing.
"Without sound public transit governance, electric buses merely replace engines on top of an equally inefficient system," Deliani Siregar, Deputy Director of ITDP Indonesia, said during a public panel in Jakarta on Wednesday, Aug. 5, 2026. "Conversely, when transit reform moves in tandem with electrification, operational cost savings of 30% to 40% compared to diesel can unlock more affordable fares for millions of daily commuters."
National statistics underscore the sheer scale of the required expansion. While Indonesia’s total electric vehicle population reached 386,591 units as of June 24, 2026, electric buses account for just 867 vehicles nationwide.
State Operator Damri Taps Asian Development Bank
To bridge the capital deficit, state-owned bus operator Perum Damri is securing foreign development financing. The National Development Planning Agency (Bappenas) revealed that Damri submitted a $37.5 million (Rp 672.53 billion) loan request to the Asian Development Bank (ADB).
The loan, which carries an attractive 1% to 3% interest rate over a 10-year tenor, will fund 99 electric buses for Transjakarta—Jakarta's bus rapid transit system—alongside two dedicated depot charging stations. Final contract signing is targeted for 2027.
"The main challenge is no longer the technology itself, but ecosystem readiness," Teguh Aditya Dharma, Vice President of Sales and Marketing at Perum Damri, said on Wednesday, Aug. 5, 2026. "Charging infrastructure, long-term contractual certainty, and financing models that ensure investment security are the decisive factors."
Damri currently operates 316 electric buses, having expanded its fleet from 26 units in 2023. Transjakarta alone aims to electrify 50% of its fleet by 2027, scaling up to 100%—or 10,047 vehicles—by 2030.
Adapting India's Procurement Model
To overcome fiscal constraints at the municipal level, energy experts are advocating for a centralized financing facility. Fabby Tumiwa, CEO of the Institute for Essential Services Reform (IESR), proposed that Indonesia mirror India’s aggregated national bus procurement model.
"Local governments simply lack the capital expenditure budget," Tumiwa noted during Wednesday's industry discussion. "Instead of distributing electricity subsidies, the government should establish a national bus electrification fund funded by energy subsidy savings."
Tumiwa argued that pooling public procurement on a national scale would lower unit prices through volume purchasing, helping Indonesia meet its interim benchmark of deploying 10,000 electric buses by 2030.
