JAKARTA, Investortrust.id — Southeast Asia’s largest economy is dramatically ramping up capital expenditure goals, targeting a record Rp 2,322 trillion ($146.04 billion) in realized investments for 2027 to power President Prabowo Subianto’s ambitious 6% gross domestic product (GDP) growth agenda.
The new target represents an increase of Rp 280.7 trillion ($17.65 billion), or 13.8%, over the 2026 investment benchmark of Rp 2,041.3 trillion ($128.38 billion). Rosan Roeslani, the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) and CEO of the Daya Anagata Nusantara Investment Management Agency (Danantara)—the nation’s newly launched sovereign investment entity—confirmed the figures following the official 2027 Government Work Plan (RKP) rollout.
"In accordance with the 2027 RKP, the investment realization targeted to us by Rachmat Pambudy as the Head of the National Development Planning Agency (Bappenas) is Rp 2,322 trillion. This is an increase from this year's target of Rp 2,041.3 trillion," Rosan said during a press briefing on the 2027 Draft State Budget (RAPBN) and Financial Note in Jakarta on Friday (Aug. 14, 2026).
Capital inflows have emerged as the primary growth engine for Southeast Asia’s powerhouse, driving 39% of total second-quarter 2026 economic expansion—far exceeding historical norms of 28% to 29%. Reaching the $146 billion threshold is critical for the administration to hit its 5.8% to 6.5% medium-term macroeconomic trajectory and absorb millions of entering workers.
Strong First-Half Momentum Drives Optimism
Total investment realization during the first half of 2026 surged 7.2% year-on-year to Rp 1,010.6 trillion ($63.56 billion), tracking at 49.5% of the full-year target. The influx absorbed 1,448,862 domestic workers across six months, representing a 15% jump in direct employment compared to the prior year.
Second-quarter fixed capital formation expanded 6.87% year-on-year, underpinning a broader GDP growth rate of 5.29%. Rosan stressed that the administration's aggressive targets focus on lifting household income and human capital development rather than headline output figures alone.
"Every single rupiah of investment must create high-quality employment opportunities while concurrently improving the standard of living for our citizens," Rosan emphasized during the Friday briefing.
Expanding Downstream Processing Beyond Minerals
The nation’s resource nationalism strategy continues to pay major dividends, with downstream processing yielding Rp 300.1 trillion ($18.87 billion) in H1 2026, or 29.7% of total realized capital. Mineral processing anchored the portfolio with Rp 206.5 trillion ($12.99 billion), followed by plantations and forestry at Rp 54.4 trillion ($3.42 billion), oil and gas at Rp 35.4 trillion ($2.23 billion), and marine fisheries at Rp 3.8 trillion ($238.99 million).
BKPM is now broadening state incentives beyond nickel and copper smelters into renewable agro-industrial and forestry assets to generate wider labor absorption.
"We are pushing downstream expansion into plantations, forestry, and oil and gas because their labor absorption multiplier is significantly higher, even if their nominal capital outlay remains below the mineral sector," Rosan noted.
