Tapping the Sludge: How Indonesia Plans to Turn 125 Million Tons of Palm Waste Into Clean Energy

Now, energy planners and industry strategists want to turn that organic runoff into one of the country's most potent renewable fuel assets.
National plantation estates cover roughly 41.5 million acres (16.8 million hectares), churning out approximately 250 million metric tons (275.6 million US tons) of fresh fruit bunches each year. Because every ton of processed fruit yields half a ton of liquid waste, known as palm oil mill effluent (POME), the archipelago produces nearly 125 million metric tons (137.8 million US tons) of raw feedstock annually.
This wastewater surplus represents an untapped energy frontier for Southeast Asia's largest economy as it balances industrial growth with decarbonization pledges. Capturing the methane bubbling out of open effluent lagoons could curb greenhouse gas emissions while displacing costly fossil fuel imports with domestic electricity and bio-compressed natural gas (bio-CNG).
Turning Industrial Effluent Into Baseload Energy
"POME contains high organic content and remains continuously available throughout mill operations," said Erma Yulihastin, a researcher at the National Research and Innovation Agency (BRIN), in an official statement released Monday, Aug. 17, 2026.
Transforming effluent into biogas addresses multiple environmental vulnerabilities at once. Covering wastewater ponds prevents raw methane from escaping into the atmosphere, lowers chemical concentration in discharge ponds, eliminates foul odors, and protects nearby water tables and arable soil. Erma noted that a single standard biogas capture installation eliminates roughly 1,131 metric tons (1,247 US tons) of carbon dioxide equivalent per month.
Beyond direct environmental mitigation, decentralized biogas plants reduce electricity costs for remote processing mills and provide refined bio-CNG for local commercial fleets. The state-run Plantation Fund Management Agency (BPDP) is funding end-to-end research through its Palm Oil Research Grant (GRS) initiative, backing plant designs, machinery installations, and vehicle fuel trials.
Tapping a 3.6-Billion-Cubic-Meter Gas Reservoir
Deploying advanced methane capture technology converts one ton of POME into roughly 1,017 cubic feet (28.8 cubic meters) of biogas, according to Tungkot Sipayung, Executive Director of the Palm Oil Agribusiness Strategic Policy Institute (PASPI). Scaled across national processing volumes, total theoretical yields reach 127.1 billion cubic feet (3.6 billion cubic meters) of biogas per year.
"This biogas can power electricity generators to meet the energy demands of the mills, employee housing, corporate facilities, and surrounding village communities," Tungkot explained on Monday. "Surplus gas can also be commercialized directly to supply household distribution grids."
Despite the commercial upside, Indonesia currently utilizes only 15% of its available POME capacity for bioenergy. To close the gap, Tungkot urged regulators to establish three core policy mechanisms: launching a dedicated palm-based carbon crediting system, mandating methane capture units at all domestic crude palm oil mills with targeted tax incentives, and enforcing blending quotas that mix biogas into conventional fossil gas pipelines.
"If these three regulatory drivers are implemented, mills across the nation will construct methane capture infrastructure," Tungkot said. "The shift will expand gas supplies, bolster bio-electricity generation, slash emissions, and create a lucrative new revenue stream for palm oil producers."
Anchoring the National Green Economy Vision
The push to commercialize waste-to-energy solutions fits directly into Jakarta’s broader campaign to monetize decarbonization and build an internationally recognized green economy architecture.

The administration has operationalized the Carbon Unit Registry System (SRUK) and an exchange-traded carbon bourse designed around global verification benchmarks, allowing heavy-emitting industrialized nations to finance Indonesian conservation and mitigation efforts.
"The green economy must deliver tangible benefits to our people," President Prabowo stated during his annual parliamentary address. "We are protecting our forests and cutting carbon emissions, and high-emitting nations are prepared to compensate us. We are building this framework to create real added value for our citizens."
To ensure that bioenergy and industrial abatement projects yield verifiable carbon credits, the Ministry of Environment and the Environmental Control Agency (KLH/BPLH) are tightening oversight across every stage of the credit lifecycle—from registration and validation to trading and retirement. For palm oil operators weighing capital expenditures in methane capture systems, a transparent carbon registry and performance-based payment schemes could bridge the cost gap, transforming wastewater management from a regulatory burden into a high-integrity, revenue-generating green asset.
