Prabowo Powers Massive $15.1B Free Meal Rollout in 2027 Budget as Legal Scrutiny Mounts

JAKARTA, Investortrust.id — The Indonesian government has allocated an estimated Rp 240 trillion ($15.09 billion) toward President Prabowo Subianto’s flagship Free Nutritious Meal (MBG) program in the 2027 Draft State Budget (RAPBN 2027).

Finance Minister Purbaya Yudhi Sadewa confirmed the blockbuster outlay on Friday, revealing that the meal scheme accounts for roughly 29.23% of the government's total Rp 820.9 trillion ($51.63 billion) education budget for 2027.

Prabowo’s flagship nutrition campaign is transitioning from a campaign cornerstone into one of the largest single fiscal line items across emerging markets. Global consumer staples suppliers, domestic agricultural supply chains, and food processors stand to capture massive revenue flows, while sovereign bond investors are closely tracking how Jakarta manages large-scale social outlays alongside constitutional fiscal caps.

Massive Scale Across the Food and Agriculture Supply Chain

Coordinating Minister for Food Affairs Zulkifli Hasan stated that the tentative Rp 240 trillion ($15.09 billion) fund will target roughly 60 million to 70 million beneficiaries nationwide to combat chronic malnutrition and lower the national 25% stunting rate.

"Rp 240 trillion tentatively, yes," Hasan told reporters following the budget press conference in South Jakarta on Friday. "We will see later, as there could be budget refocusing, but the beneficiaries will be more or less 70 million people."

To execute the nationwide distribution, the government is mobilizing 7,000 Nutrition Fulfillment Service Units (SPPG). Authorities have issued strict ultimatums to kitchen operators to secure formal Hygiene and Sanitation Feasibility Certificates (SLHS) within a one-week grace period or face immediate closure.

The broader education envelope will simultaneously finance core schooling initiatives, including school operational assistance (BOS) for 54.2 million students, university stipends, teacher professional allowances for over 3 million educators, and renovations across 12,215 schools and Islamic boarding institutions.

Zero Tolerance on Embezzlement

Speaking before a joint session of parliament on Friday, President Prabowo reaffirmed that child nutrition is the foundational pillar of national economic productivity and warned against systemic graft in procurement.

"I consider those who seek to corrupt children's food as barbaric," Prabowo declared during his state address in Jakarta on Friday. "These are individuals undeserving of our respect; such people have completely abandoned their humanity."

The government's anti-graft posture follows recent enforcement actions by the Attorney General’s Office targeting administrative misconduct within the National Nutrition Agency (BGN).

Fiscal Maneuvering Ahead of 2028 Court Deadline

The 2027 spending blueprint represents the final fiscal cycle where authorities can house the nutrition program inside the state's constitutionally mandated 20% education expenditure quota.

A landmark Constitutional Court (MK) ruling instructed the government to fully separate MBG expenditures from the core education budget starting in fiscal year 2028.

The upcoming transition will require policymakers to generate alternative non-education revenue streams and optimize tax mobilization to sustain the multi-billion-dollar meal program without crowding out primary classroom operations or breaching the statutory 3% fiscal deficit cap.
